    Description: The Armenian Question of 1915 should be addressed in a broader context and the events and/or politics that led to the deportation of Ottoman Armenians must be evaluated within the framework of the commonplace population politics in the global context of World War I. By examining unpublished archival sources and existing secondary literature as well as the memoirs of leading Ottoman politicians in the pre-war period, I will question the applicability of the term "genocide" and see whether the cadres of the Committee of Union and Progress (CUP), commonly known as the Young Turks, had any genocidal intention towards the non-Muslim communities in the Ottoman Empire. I shall also put forward many new questions as to whether or not there was, as has been emphasized in the dominant literature, any intent of extermination of the Armenians.     Description: Bu makalede 1915 olaylarına dair araştırmalardaki metot eksiklikleri ve olayların yorumlanmasına yönelik sübjektif yaklaşımlar eleştirilmektedir. Yazar, 24 Nisan 1915 tarihinde Ermeni komitelerinin kapatılması ve lider kadrolarının tutuklanmasından itibaren olayların Türk ve Ermeni tezlerini savunan tarihçiler tarafından ele alınışını belgeler ışığında değerlendirmektedir. Yapılan değerlendirmede 24 Nisan 1915 tutuklamalarının Ermenilerin imha operasyonuna hazırlık olduğu iddialarının temelsiz olduğu, tehcir kararının meşru bir güvenlik önlemi olarak uygulandığı ve Ermeni isyanlarının bu süreci hazırladığı belirtilmektedir. Ayrıca tehcir edilen insan sayısı, yolculuk esnasında meydana gelen ölümlerin oranı konusundaki bulguların duyumlara dayandığı, kayıp sayısının ise çok abartıldığı arşiv belgeleri ışığında ortaya konulmaktadır. Yazar, makalesinde belgeler ışığında 1915 olaylarının yeniden ele alınmasının gerekliliğinden hareketle, T.C. Başbakanının Türk-Ermeni tarihçilerinden oluşan bir komisyonun tartışmalı olan bu dönemi birlikte incelemesi çağrısının tutarlı olduğunu belirtmektedir. 
    This article criticizes the subjective approches adopted by the historians in dealing with the events of 1915 and also the lack of consistency in the interpretations of the conflict between the Muslims and the Armenians. The author makes evaluations about the way the subject is handled in the light of archival documents. The evaluations are based on the closing of the Armenian Committees on 24 April 1915, the arrests of the leading political figures and also about how these events are handled both by the Turkish and Armenian historians. In his assessments of the arrests of April 24, 1915 the authors argues that the state had only aimed at taking under control the activities of the revolutionaries, and the assertions that the arrests of these political figures was a preparation for the process to exterminate the Armenians is groundless. It is also argued in this article that the decision of relocations has been taken as a legal security measure and that the Armenian uprisings were the principle reason for this decision to be taken. Also discussed in this article are the number of people relocated and the ratio of deaths which took place during the marches of the convoys to the designated locations in southern parts of the Ottoman Empire. The author emphasising the importance of studying the events of 1915 on the basis of the archival documents welcomes the letter of the Turkish Prime Minister to the President of Armenia to the effect that an historical commission consisting of historians and other experts from two countries should be established to study the developments and events of 1915 not only in the archives of Turkey and Armenia but also in the archives of all relevant third countries.

    Description: Based on the records of the proceedings of the sharia court ($er'iye sicilleri)this study contributes to the understanding of the legal status of the non-Muslims (zimmis) in Ottoman Cyprus at the beginning of the eighteenth century. Having introduced the sources and determined their limitations, which defined the topic under discussion, the sicils are studied for their diplomatic properties. Then, a brief evaluation of the administrative and political circumstances under which the zimmi and Muslim population of the island lived is made. An analysis of nearly 2,000 recorded cases indicates that the Church of Cyprus was not as influential in the administration of the island in general in this period as has sometimes been thought. Its role was confined to the distribution of non-Muslims' tax burden and gathering these taxes and dues, and representation of the zimmis in official matters.
