    Description: Extension has a long history of conducting educational programs for agricultural producers on a wide array of issues, including water quality. In Ohio, the focus of these educational efforts has grown to include best management practices for nutrient management. The need for education in nutrient management began in earnest in the 1970s due to the presence of harmful algal blooms (HAB) in the Western Lake Erie Basin. International actions taken during that time all but eliminated the HABs from the lake until they made a resurgence in the 1990s. Twenty years later, the HAB threat in Lake Erie is still present and has major implications for commerce, tourism, and human and environmental health. The HAB threat has spurred outcries from the general public, resulting in the creation of new laws by the Ohio Legislature, and an expanded and enhanced focus area for Ohio State University Extension (OSUE) programming. In this paper, we describe the conditions that have led to the development of the HAB in Lake Erie, the legislative action that has been taken in attempts to curb the problem, and the educational programs developed by OSUE in partnership with state agencies, non‐government organizations, and other interested parties to address these water quality issues with Ohio agricultural producers and the general public.

    Description: This study maps the geographic extent of intermittent and seasonal snow cover in the western United States using thresholds of 2000-2010 average snow persistence derived from MODIS snow cover area data from January 1 – July 3. Results show seasonal snow covers 13% of the region, and intermittent snow covers 25%. The lower elevation boundaries of intermittent and seasonal snow zones increase from northwest to southeast. Intermittent snow is primarily found where average winter land surface temperatures are above freezing, whereas seasonal snow is primarily where winter temperatures are below freezing. However, temperatures at the boundary between intermittent and seasonal snow exhibit high regional variability, with seasonal snow zone temperatures above freezing in west coast mountain ranges. Snow cover extent at peak accumulation is most variable at the upper elevations of the intermittent snow zone, highlighting the sensitivity of this snow zone boundary to climate conditions.     Description: The invention is a method, a system, and network nodes for charging for services in a data communications network having a User, a Service Provider, an Accounting Manager and an Accounting Storage. When a user wants to access a service, it sends a request to the Accounting Manager that validates the request in order to send a service credential to the User and a user credential to the Service Provider. The User then sends a service request to the Service Provider and the requested service is initiated. When the service is terminated, the Service Provider sends an accounting message to the Accounting Manager that sends the accounting data to the Accounting Storage that stores the data, and, upon reception of an acknowledgement, deletes the data it sent to the Accounting Storage. Also described are the system and the network nodes for carrying out the invention.

The Initiator selects a service and sends an interface request related to the service to the Service Provider. The Service Provider sends an invitation to the Peer that, if it accepts the service, sends an accept service message to the Service Provider that builds the software for the service and distributes it to the Initiator and the Peer that both install the software, and the service is initiated.
